Reports
a. All
officers thanked Lycoming Beagle club for their preparation and support for the
All-Age Championship trial, and the delegates for their attendance. Sam Lauchman discussed the need for
assistance for the Consistency points tracking throughout the year. Tina Grim explained the importance of
communication from the delegates to clubs on mailings from the PBGA.
b. Treasurer’s
Report: Dave Sharer provided the attached Treasurer’s Report. A MOTION was made by Mark Malloy and seconded
by Joe Kaschak to pay the bills and accept the Treasurer’s report as read.
4. Committee
Reports
a. Political
Awareness: Tina Grim distributed literature on the PAWS legislation. Tina explained the bill is currently on hold
as Rick Santorum will be making corrections and clarification. Individual clubs should make a decision on
taking action if opposed. The PBGA will
not be taking a stance on the topic as there is not a consensus to do so. Attached to the agenda is House Bill No. 1911
which discusses furthering kennel requirements, housing dogs, and restricting
use of choke collars while tethered. It
was advised to distribute to individual clubs for discussion. The Political Awareness committee continues
to await a chairperson.
b. Hall
of Fame Exhibit: The exhibit was on display for the trial. Dave Sharer reported the exhibit is awaiting
pictures. Stan Breon will look for a
picture of IFC Wild Creek Licorice.
Charlie Flexer will look for a picture of
Charles Brooks.
c. Banquet
2006: The PBGA Banquet will be held
d. Directory
2006: The 2006 PBGA Directories will be distributed at the banquet. Tina Grim will continue to take suggestions
on improving the directories and mentioned the need for advertisers.
e. Website:
Tina is interested in feedback on the website.
Tri-Tronics representative, Ed Thompson said, “The PBGA web-site is one
of the best pages he’s seen”.
5. Old
Business
a. Trial
Schedule: The following suggestions and comments were discussed in regards to
the PBGA Trial Schedule: Reduce PBGA All-Age Trials to one per calendar year,
have one day All-Age Trials as opposed to two day trials, the “apprentice
judge” term should be defined, the Eastern Regional Vice President should be
given the flexibility to accommodate and hire judges, the current consistency
point system is proven to be most successful, the PBGA will put a freeze on its
schedule for clubs adding a second licensed trial date after 2005, and a club
seniority list should be developed to assist in the decision making process for
trial date changes. The club seniority
list should be distributed at the January meeting and voted on for approval by
the delegates. The above will be called
under New Business to discuss and make decisions.
b. The
2006 Trial Schedule was distributed to the delegates. The June, 2006 Derby Championship trial will
be held at York and Adams Beagle Club.
c. Club
to Host 2006 All-Age Championship Trial (West): The following clubs were
nominated: Pucketos, Rayburn, Webster, and
Breakneck. Rayburn then declined as they
have held the event in the past.
Breakneck received the majority of the votes and will hold the 2006
All-Age Championship trial.
d. Tri-Tronics
Donation and Raffle: Sam Lauchman reported the club that sells the most raffle
tickets will receive a Tri-Tronics 3 dog unit valued at $559.00. All proceeds go towards the following years
prizes. Rick Merkel was thanked for his
assistance in negotiating prizes for the Championship Trials. In addition, Dan Zerick was thanked for
donating his previous 2 years guns back to the PBGA that he was awarded for the
consistency point championship.
e. Consistency
Award: Sam Lauchman reported the following: PBGA All-Age Trial Results 2005: 220
qualified hounds. The consistency awards
for the male classes were announced as follows:
13” Male Winner: FC Twin Maples
Reds, Todd Seitz
13” Male Runner-up: FC Pisgah
Hill Crook, Tom Gingrich
15” Male Winner: FC D & L Bobo, Dan Zerick
15” Male Runner-up: FC Master Scoozy Doo, Bob and Jason Lenker.
The females will be announced
after the conclusion of the run-off and again at the January meeting. The most consistent hounds will receive a
1year supply of Purina Dog Food and a 4-10 Shotgun. The Runner-up will receive a ½ year supply of
Purina Dog Food. The Sire & Dam
awards for 2005 were awarded as follows: Sire: FC Burdette’s Little Darbin, Dam: FC Nippenose
Sunshine. These hounds will receive a
plaque at the upcoming banquet. Sarah
Sharer will take over the responsibility of tracking the consistency points
therefore both the results and per capita can be sent to the Sharer’s
address. Sam mentioned that there has
been improvement from clubs on submitting their results.

a. Purina
and the PBGA: Scott Dennis thanked all Purina has done for the PBGA with the
donation in trophies, assisting with trial booklets, and providing the dog
feed. Mike Luchetta, representative from
Purina, described the overwhelming response the PBGA has provided to Purina
which Purina is extremely impressed with.
Purina donating $500.00 towards the year’s trophies and also donated the
score cards. It was recommended PBGA
member clubs hold Purina-Hi Points trials.

b. Article
13: Each club, in order to retain its membership in the Association, is
required to sponsor one, but not more than two Association Qualifying trials
per calendar year. It will be mandatory
for club delegates to attend two of the three Association meetings in the time
period from the October meeting of one calendar year to the summer meeting of
the following year. Any club in
violation will be penalized by not being allowed to hold PBGA qualifying trials
the following year. A second suspension
will lead to expulsion of the club from the Association.

attending 2 of the 3 meetings per year.

PBGA Auditing: Scott Dennis discussed the necessity to
have two volunteers to audit the PBGA’s financial
status. Dan Zerick and Charlie Flexer agreed to assist in this process.
g. Election
of Officers:
i.
Western Regional Vice-President: Tina Grim nominated
Gary DeFoor which was seconded by Dave Sharer.
ii.
Secretary: Dan Zerick nominated Jared Shade which was
seconded by Tina Grim. Jared accepted
the position.
iii.
Treasurer: Dan Zerick nominated Dave Sharer which was
seconded by Jim Roush. Dave accepted the
position and Secretary agreed.
iv.
President: Scott Dennis declined the position. Stan Breon nominated Sam Lauchman which was
seconded by Dan Zerick. Sam accepted the
position and Secretary agreed.
v.
Eastern Regional Vice-President: No nominations at this
time. Scott will take names after the
meeting and will be discussed at the January meeting.
vi.
Board of Directors:

which was seconded by Dave Sharer. Scott
accepted the position

was seconded by Jim Roush. Dan accepted

h. Other
New Business:
The following By-Law changes were
discussed in regards to the Running Rules:
i.
E-2, # 2. If field place is in a tie, the hound with
the highest field points shall win.

ii.
G-4 Apprentice judges may be used in field and show,
apprentice judges to be observers only (in accordance with AKC
regulations). An apprentice field judge
is defined as a judge who has judged less than 10 licensed trial events at the
time he/she is asked to judge a championship trial event. PASSED
iii.
GUNDOG BRACE FORMAT:
1. Each member club is required to hold one
qualifying trial; this may be either one all-age qualifier or one derby
qualifier. Clubs may, if dates allow,
hold both an all age qualifier and a derby qualifier, but holding both is not a
requirement.
2. It is proposed that each club may hold their
all age qualifying trial using either a Brace format or an SPO format as
outlined in AKC rules. Said qualifying
trial in brace format may not be held in conjunction with NEBGF qualifying
trials or National SPO Championship qualifiers.
3. No club is required to hold a qualifying
trial using the Brace format; clubs wishing to use the brace format are still
required to hold one qualifying trial using the SPO format.

P.B.G.A. HIGH POINT AWARD:
Each year, the two-(2) most
consistent hounds by sex and class will be honored for their accomplishment in
gundog trials that are sponsored by P.B.G.A. clubs only. These gundog trials will include P.B.G.A.
Qualifying trials, the All-Age Championship trial and Plan A
trials. A hound placing in any of these
trials will be awarded points on a 5, 4, 3, 2, 1 point system. In the event of a tie, the hound having the
most wins shall be the winner. In the event of a tie with wins, the hound with
a win in a class with the largest number of entries shall be declared the
winner. PASSED
v. H.
1. The P.B.G.A. Championship
trial will be hosted by the member club who successfully bids for this trial at
the summer meeting for the following year.
2. The judges for the
Championship trials will be selected by the delegates at the meeting before the
trial (
3. The judges receiving the highest number of
votes shall be asked to judge. The EVP,
WVP, and President (as a committee) shall have the right to eliminate any judge
in the event that there is a serious concern about their ability to judge
effectively (i.e., ability to remain impartial, questionable procedures,
judging offense, etc.), due to a scheduling conflict, or due to the judge’s
desire to enter or handle a hound in the competition. These decisions will be made on a case by
case basis.
4. The Championship trial will be
conducted in the same manners a P.B.G.A. Qualifying trial, except all awards
will be trophies. With the exception of
AKC Field Champions, all entries must be qualified in a P.B.G.A. Qualifying
trial or at an AKC Licensed trial by a P.B.G.A. member club the same year prior
to the trial. Owners and Handlers of
hounds will be responsible for seeing that their hounds are placed in the right
class: 13” bitches, 13” dogs, 15” bitches, 15”
dogs. If a hound places in two different
classes at a P.B.G.A. qualifying trial, the handler shall determine which class
to enter the dog.
5. The Association shall handle
all expenses incurred for the Championship Trials. All monies received from entries shall be
used to pay judges and other expenses incurred on days of trial. All excess monies from entries shall be
turned over to the Treasurer.
6. Host club will be responsible for providing
meals and shall receive all profits.
7. The entry fee for unqualified
hounds at the Derby Championship Trial will be doubled.
8. The entry fee for AKKC Field
Champions that have not placed at a qualifying trial will be double
PASSED
vi. I-2. Priority
Trials:
A. First Priority - Licensed Trials
1.
AKC Licensed Trials on the schedule as of 2005 shall be given first
priority. Any additional second AKC
Licensed Trial scheduled after that date will NOT be given any priority.
B. Second Priority - P.B.G.A. All-Age Qualifiers
C. Third Priority – PBGA
D. Fourth Priority - Make your own pack, two
couple pack, etc.
